This site supports an ongoing, independent research effort that requests and organizes publicly available financial documents — audited financial statements (ACFRs/CAFRs) and adopted budgets — from California water, wastewater, and utility agencies. The goal is to compile and analyze publicly reported financial and energy-cost information across the state's water sector.
Requests are made under the California Public Records Act (Government Code § 7920.000 et seq.), which gives any member of the public the right to inspect and obtain copies of public records. Under the Act, a request need not state a purpose or identify the requester. We ask only for records that agencies already prepare and routinely publish, typically for the three most recent completed fiscal years.
Audited financial statements (ACFR/CAFR), adopted annual budgets, and related publicly reportable financial and energy-usage records. Electronic copies or links to where the documents are already posted are always welcome.
